Allow the choice to implement a BP Interface function as an event OR a function

This messaging is confusing because it says "Implement Function" when really it creates an event. We need to clear up the messaging here, or provide an option to create it as a function OR an event. 

1. Create a BP interface 

2. Add a function to the interface with inputs and no output parameters 

3. Add this interface to a blueprint

4. Right click on the function and notice that the option says "Implement Function", but it is implemented as an event

I am not able to find world outliner how to enable it?
