Renaming a folder removes empty sub folders

When renaming a folder with empty folders inside of it, the empty folders are removed.  

This issue is occurring in Perforce //UE5/Main @ CL 15655697

This issue is occurring in Perforce //UE4/Main @ CL 15665423

Not a Regression

1. Open the Unreal Editor
2. Create a folder named "Dog"
3. Inside the "Dog" folder create a folder named "Cat"
4. Rename the "Dog" folder to "Bird"

Result
The Cat folder is deleted

Expected
The Cat folder is not deleted
