When deactivating a reverb, it's removed from the Activated List, but doesn't get removed from being the active reverb. Confirmed occurs in 4.27 and 5.0

Steps to Reproduce

1) Launch Audio QA
2) Open test map AQ_Reverb Effect
3) Toggle the 2D Mono test sound on
4) Move the camera pawn into the Activate and Deactivate test box
5) Observe the new Reverb Effect is activated
6) Exit the box

Expected Result:
 The reverb effect is deactivated and falls back to the reverb in the World Settings

Actual Result:
 The reverb effect persists
