Steps to Reproduce

The issue described by the licensee should be immediately visible in the editor, the surface texture will be blurry (lower LOD most likely). The issue only occurs if a VT is used as the input texture in RVT_Mat.

If the issue is not visible when opening the project, change to an alternative input texture, then close the editor, reload and change the texture back to oeeb7_4k_Albedo

If you connect the input texture directly to the output base color node and apply, the issue will likely resolve, even if you change it back to the RVT pathway, and an editor restart is required to force the issue to appear again.
