If you do not compile at the inherited actor, the problem does not occur.
1. Create a project with a third person template.
2. Create BP_ThirdPersonCharacter_Child, inheriting from BP_ThirdPersonCharacter. Open it in the Editor and press the Compile button.
3. Place BP_ThirdPersonCharacter_Child and turn off "Do Collision Test" under CameraBoom in the Detail panel.
4. The focus moves from Component to Actor.
