Foliage Details require users to drag up the window causing confusion

Both had the same results of the details panel having no major indication of how to see it.

Foliage Details require users to drag up the window causing confusion.

1. Create a project with Starter Content
2. Change to Foliage mode
3. Add a Static Mesh to the "Drop Foliage Here" section (.../StarterContent/Props/SM_Bush for example)
4. Select Save in the pop up
5. In the Foliage Panel ensure the "Hide details for selected..." is enabled (button with a pen over a menu symbol is highlighted blue)
6. Select the Foliage then scroll all the way to the bottom of the Foliage Panel

Expected Results:
The Details of the selected foliage are visible enough to indicate to the user they need to drag up on the bar at the bottom.

Actual Results:
The Details of the select Foliage are not visible and the user must drag up on the bar, but there is no indication of this.
