Description

This was initially reported in VR but the leak happens in a non-VR setup and environment. GPU utilization jumps to 84% in 4.23.1 and 98%+ in 4.24.3, 4.25, and 4.26. Tested GPUs were GTX 980 and GTX Titan.

Attached is a repro project that has this setup.

This was reported and tested in 4.24.3 (CL-11590370). This was reproduced in 4.23.1 (CL-9631420), 4.25 Preview 2 (CL-12055273, and Main) 4.26 (CL-12063615)

Steps to Reproduce
  1. Open the UE4 Editor and create Blank project
  2. Create a Render Target and set Size X to 1920 and Size Y to 1080
  3. Create a Pawn Blueprint and copy the attached setup.
  4. On "Add Scene Capture Component 2D" set the Texture Target as the Render Target you created
  5. Create a GameMode and set the Default Pawn Class to the Pawn you created
  6. Add the Pawn to the Level, save it, and then set it as the Default Editor and Game Maps in Project Settings>Maps&Modes
  7. Package the game for Win64 and run it

Results: Memory leaks incredibly fast

Expected: Memory does not leak
